John M. Jelavich is the President and Chief Executive Officer of the Bank. Mr. Jelavich, a native of Yuba City, graduated from California Polytechnic State University in San Luis Obispo with a B.S. in Finance. He spent 22 years with The PMI Group, a provider of credit enhancement to facilitate mortgage lending and securitization. At PMI, Mr. Jelavich served in numerous senior level finance, operations, credit risk management and loss mitigation capacities. In July 2010, Mr. Jelavich and his family relocated from the San Francisco Bay Area back to Yuba City when he joined the Bank. In July 2012, Mr. Jelavich earned his graduate banking degree from the Graduate School of Banking at Colorado, University of Colorado in Boulder. John M. Jelavich is the son of the Bank’s Director John I. Jelavich.
Douglas R. Marr has been the Executive Vice President and Chief Credit Officer of the Bank since its inception. Mr. Marr is a graduate of California State University, Chico with a B.S. degree in Agricultural Business and a graduate of Pacific Coast Banking School. Mr. Marr has spent thirty-five years working in banking, mostly in commercial and agricultural lending in Sutter and Yuba counties. Mr. Marr previously served as Senior Vice President and Chief Credit Officer at Feather River State Bank and as a Senior Vice President and Commercial Banking Manager with Umpqua Bank in Yuba City, California.
Michael B. Finn has been the Executive Vice President and Chief Financial Officer of the Bank since January 2016. Mr. Finn is a certified public accountant with over fourteen years of experience working in the accounting profession. Prior to joining the Bank, Mr. Finn was a Senior Manager with Moss Adams, LLP, a national accounting firm with a local office located in the Sacramento area, where he specialized in auditing both small and large banking institutions. He also spent two years as the Controller for a Las Vegas, Nevada based community bank from 2006 to 2008.
Michael P. Vasquez is the Senior Vice President, Senior Credit Officer and Nevada County Regional Manager of the Bank, having joined in July of 2010. His 48 year banking career covers a broad range of responsibilities including those as Senior Vice President and Senior Credit Officer with Coast Commercial Bank/Great Bay Bank and Vice President, Monterey District Manager with Wells Fargo Bank. He resides in Nevada City with his wife Nikki and currently oversees the Bank’s Grass Valley office expansion into Nevada County.
J. Gregory (Greg) Heckman has been Senior Vice President and Senior Lending Officer for the Yuba City Office of River Valley Community Bank for 3 years, and has been a commercial banker for over 16 years. Mr. Heckman is a long time resident of Yuba City and graduated from University of California Berkeley with a BA in Economics and is a graduate of the Graduate School of Banking in Colorado. He is a former U.S. Navy Officer and a graduate of the U. S. Navy Supply School. He served for many years as the CEO of Avalon Bay Foods, a local food processing company. He holds an active real estate broker’s license.
