John I. Jelavich is the retired Chief Executive Officer and a director of the Bank since its inception and has resided in Yuba City, California, most of his life. From 2002 to 2004, Mr. Jelavich was the President and Chief Executive Officer of Feather River State Bank and its parent California Independent Bancorp. From 2000 to 2004, he also served as a director of Feather River State Bank and its parent California Independent Bancorp. Prior to 2000, Mr. Jelavich served with major banks in various management capacities since 1973 in the Sacramento Valley. Mr. Jelavich earned his B.S. Degree in Economics from the University of Nevada.

Harry J. Cheim is a director of the Bank and resides in Yuba City, California. Since 1986, Mr. Cheim has served as the President of Union Lumber Company of Marysville. Lawrence S. Raber is a director of the Bank and resides in El Macero, California. Mr. Raber is a Certified Public Accountant and retired in early 2017 as an audit partner of Crowe Horwath LLP and its predecessor in Sacramento, Perry-Smith LLP. Mr. Raber joined Perry-Smith in 2000 and had been a partner since 2001. He led Crowe's Northern California Bank Audit practice since the firms merged in 2011. Mr. Raber brings a deep knowledge of financial institutions to the board in the areas of financial management and internal controls and is actively involved in trade groups focusing on the community banking industry. Mr. Raber earned his B.A. in Economics from the University of California, Berkeley.

Nicole Montna Van Vleck is a director of the Bank and resides in Sacramento, California. Since 1994, Ms. Van Vleck has been the Managing Partner of family owned and operated Montna Farms, in Yuba City, California. Montna Farms is a major grower of Japanese short grain specialty rice. Ms. Van Vleck is actively involved in all aspects of the operations from growing to drying and milling. She is a third generation rice farmer from Sutter County. She has served on numerous associations as an advocate for the state's farmers. Ms. Van Vleck earned her B.A. in Political Science with an emphasis in business administration from the University of California at Los Angeles.

Michael C. Wheeler is a director of the Bank and resides in Live Oak, California. Since 1973, Mr. Wheeler has been the General Manager, President and Chief Executive Officer of Wheeler Oldsmobile-Cadillac dba Wheeler Chevrolet Cadillac Mazda in Yuba City, California. During that same time period, he has served as the General Manager of Yuba Sutter Car Wash also located in Yuba City, California. In 1975, Mr. Wheeler was a founding member of California Independent Bancorp and Feather River State Bank. From 1975 through 2004, he served on the board of directors of both entities and all related committees. Mr. Wheeler was the Chairman of Feather River State Bank from 1988 to 1993. Mr. Wheeler earned both his B.A. in Economics and M.B.A. from Stanford University.

Joe M. Griggs is a director of the Bank and resides in the Grass Valley area for more than five decades. Mr. Griggs is a second generation logger, who has worked in the Northern California Timber Industries for 35 years. Working through the ranks of the family owned logging and trucking company, he became President of Robinson Enterprises, Inc. in 2011. Mr. Griggs earned a B.S. of Business Administration and Finance at Chico State University in 1984. Mr. Griggs is also a board member of Associated California Loggers.

John M. Jelavich is the President and Chief Executive Officer of River Valley Community Bank. John, a native of Yuba City, graduated from California Polytechnic State University in San Luis Obispo with a B.S. in Finance. He spent 22 years with The PMI Group, a provider of credit enhancement to facilitate mortgage lending and securitization. At PMI, Mr. Jelavich served in numerous senior level finance, operations, credit risk management, and loss mitigation capacities. In July 2010, he and his family relocated from the San Francisco Bay Area back to Yuba City when he joined the Bank. In July 2012, he earned his graduate banking degree from the Graduate School of Banking at Colorado, University of Colorado in Boulder. Mr. Jelavich has served as President and CEO since April 2014.
